The GAA command is sent by the Broadcast-Multicast Service Centre (BMSC) to the Group Communication Service (GCS) AS as part of the MBMS bearer activation, modification, or deactivation procedure, or as part of the Temporary Mobile Group Identity (TMGI) allocation or deallocation procedure.
