Allow Partial Initialization  <partial_init> 

Flag indicating that the database may not be completely initialized (all subscribers provisioned).
If this attribute is not provided, or is provided and set to false, the system will consider it an error if any subscribers in the database are not provisioned. If this flag is provided and set to true, then some of the subscribers in the database may be left un-provisioned and provisioned at a later time. Provisioned means that at least one identity is provided such that an application would be able to use the subscriber, and therefore the subscriber can be "enabled".
