Tracking Area Update (TAC)  <tac> 

Identifies the Target TAC when performing a handover.
Reference: 3GPP TS 23.003
TAC, an 16-bit(4G) or 24-bit(5G) identifier set by the network operator, uniquely identifies a routing area within a location area and is a component of the Routing Area Identification.
