Fixed Vector Values <fixed_vector_values>
Defines the values for static authentication vectors
The RAND may be fixed for ANY authentication algorithm, in order to generate a static/valid vector.
All other values within this element are ONLY applicable when the authentication algorithm (auth_algorithm) for the subscriber is set to Fixed.
