This command indicates that the Primary Rest Interface used to process nchf_spendinglimitcontrol service is in "StandBy" mode.
After this command is issued "503 Service Unavailable" HTTP responses will be sent to all HTTP Request recieved on the Primary Rest Interface,
and all new HTTP Request will be sent on the Secondary Rest Interface, if available.

This command indicates that the Primary Rest Interface used to process nchf_spendinglimitcontrol service is in "Active" mode.

All new HTTP Request will be sent on the Primary Rest Interface.
