Indication of whether protocol processing will be delayed if record storage cannot keep up.
Used in:  Ro
Since storage of records is highly dependent on the performance of the disk subsystem, this flag will allow the option of either dropping records if they can't be saved or slowing message processing to ensure that all processed messages will be saved.
