Allow No Vendor <allow_no_vendor>
Flag which indicates that application ID may be used independent of Vendor ID

RFC6733
Only relevant for applications which are Vendor Specific. Clarifications from RFC6733 indicate that
Vendor ID is optional/informational in identifying applications, and therefore should not be used to identify (only App ID should be used).
Prior releases of this software defaulted this value to false, however based on this clarification the default has been changed to true.
