Smart Action Command <SmartAction>
Definition of a SmartAction, which is a action for regulating SmartEvent tranactions.
dsTest will use information from the SmartEvent state machine as well as the rate information and target non-idle count to attempt to adjust the transaction duration and start rate
to attempt to achieve the dual mandate or over all protocol transaction rate as well as non-idle subscribers (active).
