Handover-Restriction-List  IE ( 41 )

The Handover-Restriction-List IE defines roaming or access restrictions for subsequent mobility action for which the eNB provides information about the target of the mobility action towards the UE. If the eNB receives the Handover Restriction List IE, it shall overwrite previously received restriction information.
